Voter-file targeting: reach the persuadable, skip the decided.

Every dollar spent on a decided voter is a dollar not spent on a persuadable one. We match the voter file to audiences on Meta, streaming TV and programmatic display, model the persuadable, turnout and issue-driven universes, target by precinct, district, county and household, suppress the decided, and refresh the audiences as early voting begins. The file is handled under its license and never mixed with another client's data.

Compliance built in: verification, disclaimers, texting registration and voter-data handling. How it works

What is included.

  • Voter-file matching

The file matched to Meta, streaming TV and display audiences through each platform's secure upload.

  • Modeled audiences

Persuadable, turnout and issue-based universes built from the file and the campaign's data.

  • Precinct, district and county geotargeting

Ads set to the lines that matter.

  • Addressable geofencing of households

The households on the list, reached by address.

  • Event and polling-place geofencing

Where platform rules and state law allow, with time windows and buffer zones confirmed by your compliance counsel.

  • Suppression of decided voters

Supporters and hard opponents excluded from persuasion spend.

  • Audience refresh

Universes rebuilt as early voting begins and ballots return.

  • Privacy and data handling

The file's license terms followed, access logged, audiences removed at the end of the engagement.

Sizing the universe

From the full voter file to the households worth persuading.

Sample data
  • Full voter file, district

    100%

Every registered voter in the district.

  • Decided voters, suppressed

    58%

Supporters and hard opponents removed from persuasion spend.

  • Modeled universes

    42%

Persuasion, turnout and issue-driven universes built from the file and the campaign's data.

  • Persuadable households, matched

    24%

The households the whole program aims at, on every screen.

Every dollar spent on a decided voter is a dollar not spent on a persuadable one. Universes are rebuilt as early voting begins and ballots return.

Sample proportions for illustration. Real universes are modeled per district from the file and the campaign's own data.

Questions

Questions about voter-file microtargeting and audience building

Where does the voter file come from?

From the campaign, the party or a licensed vendor such as L2 or Data Axle. We load it under its license into accounts in the campaign's name.

How is the file protected?

It is handled under the file's license terms, uploaded only through each platform's secure match process, never mixed with another client's data, access is logged, and the audiences are removed when the engagement ends.

Can you target a single precinct?

Yes. Precinct, district, county and household are all available depending on the platform, and we suppress decided voters so the spend stays on the persuadable.

Which platforms accept the voter file?

Meta can match a voter file for political ads, and so can many streaming TV and display platforms. Google and YouTube cannot for election ads, so there we target by location, age, gender and context.

Targeting

Reach the voters who decide the race.

See how Geo Capture can use eligible device IDs from visits to selected places for location-relevant follow-up ads, alongside broader audience planning. Availability depends on privacy and platform rules.

Visit a selected location → eligible device ID → tailored follow-up ad

Geo Capture uses permitted location signals to identify eligible advertising device IDs in a defined area. We use that audience to micro-target relevant ads later.
