GOTV and the ballot chase: the last three weeks decide it.

Position One2 minute read

Every campaign has two jobs, and they do not overlap. The first is persuasion: convincing an undecided voter. The second is turnout: making sure the voter who already agrees with you actually returns a ballot. Campaigns that confuse the two spend the final weeks persuading people who were persuaded in August, while their own supporters sit on kitchen tables with unopened ballots. The ballot chase is the discipline that prevents that.

Persuasion ends when voting starts

The day the first mail ballots drop, the campaign's question changes. It is no longer "who will you vote for" but "has your voter voted yet." Every dollar spent persuading a decided supporter is a dollar not spent reminding one who has not returned a ballot.

This is why the calendar is built backwards from the election date and the early-voting window, and why the persuasion program and the turnout program are planned as two phases of one campaign, with a handoff, not a blur.

The chase list

The turnout program runs on a list: your supporters and the leaners your modeling identified, matched against the county's record of who has returned a ballot. As the county reports returns, the list shrinks. Reminders go only to the households that have not voted yet, which is both cheaper and more effective than blanketing everyone.

The channels are the ones the campaign already built: the text and email list captured on the hub, direct mail timed to the ballot, and digital ads matched to the same households. The message is mechanical, not emotional: your ballot is out, here is where to return it, here is the deadline.

Position One

The final push

In the last days the program narrows to the supporters who still have not voted. Text reminders, calls, and door knocks where the campaign has the volunteers. Election day itself is a chase operation: the list, refreshed as polls report, drives the final reminders until the polls close.

None of this works if the list was built in October. The signup forms, the text list and the volunteer base are the harvest of the whole campaign, which is why the hub and the mobilization list are built first, not last.

Compliance to the last hour

Turnout messaging carries the same disclaimers as persuasion messaging, texting stays within its registration, and every state has its own rules about what can be said near a polling place and when. The campaign's compliance counsel and treasurer stay in the loop to the last send.

The GOTV and ballot chase service page lists what the program includes, and the discovery call is where it starts. Bring the election date and the early-voting calendar.
